A loophole in the Volstead Act (that created prohibition) allowed people to make and consume up to 200 gallons of wine per year in their homes. Vine-Glo was a grape concentrate brick product sold in the United States during Prohibition by Fruit Industries Ltd, a front for the California Vineyardist Association (CVA) back in 1929.
A uniquely Californian product was invented by Joeseph Gallo and sold as a grape concentrate to make grape juice from ... but it included a very specific warning that told people how to make sure they don't do certain things that would easily make wine from the brick. Sounds like a perfect plot for a Melodrama - don't you agree!
